Sending/Receiving Captured Packet to a Specific Iinterface

i am developing a application in which i want to capture packets using WinPcap and then forward them to a specific Interface, how can be it is possible ?

Actuall Scenerio i want to bind a specific route for any internet application such as browser or Messenger etc.

Yes, you can definitely do that.

Note though that WinPcap doesn't allow blocking any packets to your computer, but you can capture, manipulate and send them anyway you want.

Can You guide me how it is possible ?
Suppose i create a TCP UDP Server on a specific port number and add the ip of that server in my application . now how can my internet application send packet to my server and then  i create a session so that the application send receive all internet traffic through that interface

I'm not sure I follow.

Is your application on the same machine as your server?

If you just want to send packets to your server you can simply do that, just create TCP or UDP packets and send them to the server.
